On November 16, 2009 the City Council approved Ordinance 09-076 adopting a new Comprehensive Plan for the City of Bellaire. The purpose of a Comprehensive Plan is to anticipate and guide future development trends in a manner that will provide a community with a balance of land uses that promote a superior quality of life.  The document serves as a policy guide for the City Council, City boards and commissions and City Staff.
